Members of the U.S. House of Representatives voted to bar members of Congress and their staff from using inside legislative information in personal stock trading. Members empowered presidents to veto discretionary-spending items providing that both houses of Congress then vote to approve of the rescissions. Members also required new rules for figuring the budgetary impact of federal loan programs. Senators, meanwhile, approved a federal aviation budget, and they advanced a bill to authorize federal road, bridge, transit and highway-safety programs through Sept. 30, 2013.

The bitter cold temperatures that hit the Chicago area over the weekend are expected to give way to snow Monday and then milder weather by the end of the week. Temperatures are expected to climb to 35 degrees on Monday, when there is an 80 percent chance of snow after 3 p.m., according to the National Weather Service’s website. About two inches of accumulation is possible by Tuesday morning. Union: Strike vote not meant to frighten

The Deerfield Teachers Association, which represents School District 109 teachers, today denied that calling a strike vote Friday was a scare tactic. “Our (statement) on Friday wasn’t given out to frighten, but to explain,” union President Dennis Jensen said. “We believed we owed that explanation to the people of Deerfield so that they would know why we took the action that we did.” School Board President Ellen London earlier today accused the teachers union of taking the vote “to frighten parents and pressure the board into agreeing to an unreasonable settlement.” She also said that the board made a “reasonable” …

The president of the Deerfield District 109 School Board says the district’s teachers union has “drastically” distorted the board’s proposals on a new contract. In a statement Sunday, Board President Ellen London said the board is “confused and concerned that the issues the Deerfield Education Association has presented on its website do not accurately reflect the proposals that it has presented at the negotiation table. “In addition, (the union) has drastically distorted the board’s proposals, and that misinformation has reached not only the community, but also the teachers,” she added. Members of Deerfield School District 109’s teachers’ union today voted 261 to 2 to authorize a strike if the union’s negotiating team believes contract discussions have reached an impasse. “The Deerfield Education Association and the board have been in contract negotiations for more than a year,” union President Dennis Jensen said. “There has been a little progress made and though that ‘little progress’ has occurred recently, it has been over tangential issues. “No substantive progress has been made on the core issues. About 30 local professionals from GCG Financial took to wheelchairs Tuesday at the Joy of the Game Foundation in Deerfield. The group competed in wheelchair basketball, wheelchair sprints, sitting volleyball and a visually-impaired race as part of The Hartford’s Achieve Without Limits campaign, according to a release on the event. U.S. Paralympian Jeremy “Opie” Lade also shared his story and participated in the games. Lade was injured in a car accident in 1989, and was introduced to adaptive sports through a summer camp at the University of Wisconsin-Whitewater at the age of 13. …

County charges filed against three arrested by Riverwoods

The Lake County Sheriff has pressed additional criminal charges against three people arrested by Riverwoods police for allegedly stealing from customers at Panera a few weeks ago. Riverwoods police on Tuesday had charged the trio with felony burglary, alleging they took wallets from patrons at Panera Bread and later used stolen credit cards at local businesses. Wallets were removed from customer’s purses Jan. 28 and Feb. 2 while people were eating at 2001 Milwaukee Ave., Riverwoods Police Chief Bruce Dayno said.
